Moody's upgrades Vietnam's ratings to Ba3, changes outlook to stable

Moody's Investors Service ("Moody's") has today upgraded the Government of Vietnam's long-term issuer and senior unsecured ratings to Ba3 from B1 and changed the outlook to stable from positive.

Dissemination workshops for the Public Debt Management Law and guiding documents

With the aim to implement the 2017 Law on Public Debt Management and its guiding documents that are in effect from 1 July 2018, as well as to exercise the role of the focal agency in state management of public debt , the Ministry of Finance (MOF) has promulgated the Implementation Plan of the Public Debt Management Law, including action items for promoting and disseminating contents of the Law and guiding documents.

Implementing Decision 50/QD-TTg dated 11 January 2018 issued by the Prime Minister on the list of government documents and leading drafting agencies, the Prime Minister promulgates the execution of laws approved at Meeting number 4, the 14th National Assembly, in which the Ministry of Finance is assigned to lead and coordinate with related agencies to formulate the draft of government Decrees to guide the Law on Public debt management 2017, including Decree on management and use of Accumulation fund for debt repayment. As a result, the Ministry of Finance, has conducted the research, drafted and submitted to the Government for the issuance of Decree 92/2018/ND-CP dated 26 June 2018 on this issue.

On 7th May 2018, at the Ministry of Finance premise, on behalf of the Government of the Socialist Republic of Vietnam Vice Minister Tran Xuan Ha and Mr. Hesham Al-Waqayan, Vice President of Kuwait fund for Arabic economic development (Kuwait fund) signed the loan agreement for multi target project of ethnic minorities at poor hamlets in Xin Man district of Ha Giang province amounting to 4 million Dinar Kuwait, equivalent to 13.325 million USD.

NEXI training course in Japan 2018 for Export Credit Experts

At the invitation of Japan Export Credit Insurance Agency (NEXI), the Ministry of Finance appointed a representative of the Department of Debt Management and External Finance to attend the training course 2018 from the date 28/01/2018 to 03/02/2018 in Japan, with the participations represented six export credit insurance agencies from other developing countries.

On January 01st 2018 at Hanoi, under the authorization of two governments, Mr. Tran Xuan Ha, Deputy Minister of Finance of the Socialist Republic of Vietnam and Mr Yousef I Al-Bassam, Vice President cum General Director of Arab Saudi Development Fund (SFD) signed SFD Loan Agreements financing the Project of Infrastructure Development in Dong Thap Province" and the Project of "Improvement of Infrastructure of flooding infected communes in Ha Tinh Province" with an amount of Arab Riyal 112.125 million, equivalent to approximately USD 29.9 million.
