Signing ceremony of the Arab Saudi loan agreement for the projects of Dong Thap and Ha tinh provinces

On January 01st 2018 at Hanoi, under the authorization of two governments, Mr. Tran Xuan Ha, Deputy Minister of Finance of the Socialist Republic of Vietnam and Mr Yousef I Al-Bassam, Vice President cum General Director of Arab Saudi Development Fund (SFD) signed SFD Loan Agreements financing the Project of Infrastructure Development in Dong Thap Province" and the Project of "Improvement of Infrastructure of flooding infected communes in Ha Tinh Province" with an amount of Arab Riyal 112.125 million, equivalent to approximately USD 29.9 million.

Seminar on public debt management and Government bond issuance

On 20 November 2017, given managerial approval from the Department of Debt Management and External Finance and Hanoi Stock Exchange, the two agencies co-organized the Seminar on Medium-term Debt Management Strategy and Orientation for Developing Government Bond Market in Quang Ninh. The main goals of the event are to reinforce and update related staff with knowledge on debt management and the Government bond market, as well as to enhance collaboration and communication between the two departments.

On 19 December 2017, at the Ministry of Finance headquarter, Mr. Vice Minister Tran Xuan Ha on behalf of the Socialist Republic of Vietnam Government and Mr. Hesham Al-Waqayan, Deputy Director of the Kuwait Fund for Arab Economic Development (KFAED) signed the loan agreement for the Project on developing coastline infrastructure for dealing with climate change in Thai Thuy District, Thai Binh Province. The loan amount comes at 2.8 million Kuwaiti Dinar, or around 9.326 million USD.

Proposing amendment and supplementing the guidance on the state financial management applicable to foreign non-refundable aid

Management and utilization of foreign non-refundable aid is currently regulated by Decree No.16/2016/ND-CP issued 16 March 2016 by the Government on management and utilization of official development assistance (ODA) and concessional loans of foreign donors, Decree No.93/2009/ND-CP issued by the Government on the management and utilization of aid from international non-governmental organizations and other related circulars. These above documents are the legal foundations for receiving, managing and utilizing the non-refundable aid and identifying the direction in the state financial management in this field.

Negotiating loan agreements with the Saudi fund for development for projects in Ha Tinh and Dong Thap

As assigned by the Ministry of Finance leadership, from 6-11 November 2017, the Department of Debt Management and External Finance, represented by Deputy General Director Mrs. Nguyen Xuan Thao, led the delegation of various Government agencies (Ministry of Finance, Ministry of Justice, Ministry of Planning and Investment, People’s Committee of Ha Tinh Province, People’s Committee of Dong Thap Province, Vietnamese Embassy in Saudi Arabia) on a mission to Sauri Arabia to negotiate terms of borrowing from the Saudi Fund for Development (SFD). The borrowed funds will be used to finance the Project on upgrading infrastructure for agricultural development and coping with climate change in West Cu Lao area, Thanh Binh District, Dong Thap Province and the Project on upgrading infrastructure in Ha Tinh provincial areas frequently affected by flood for dealing with climate change and promoting sustainable development.
