Negotiating loan agreements with the Saudi fund for development for projects in Ha Tinh and Dong Thap

As assigned by the Ministry of Finance leadership, from 6-11 November 2017, the Department of Debt Management and External Finance, represented by Deputy General Director Mrs. Nguyen Xuan Thao, led the delegation of various Government agencies (Ministry of Finance, Ministry of Justice, Ministry of Planning and Investment, People’s Committee of Ha Tinh Province, People’s Committee of Dong Thap Province, Vietnamese Embassy in Saudi Arabia) on a mission to Sauri Arabia to negotiate terms of borrowing from the Saudi Fund for Development (SFD). The borrowed funds will be used to finance the Project on upgrading infrastructure for agricultural development and coping with climate change in West Cu Lao area, Thanh Binh District, Dong Thap Province and the Project on upgrading infrastructure in Ha Tinh provincial areas frequently affected by flood for dealing with climate change and promoting sustainable development.

2017 Conference on the inspection and monitoring practice regarding public debt management

From 13-14/10/2017, The Department of Finance Inspectorate and The Department of Debt Management and External Finance collaboratively conducted the Conference on the inspection and monitoring practice regarding public debt management in Ninh Binh. The event garnered participation of respresentatives from Ministry of Finance agencies including State Treasury, Department of Finance Inspectorate, Department of State Budget, Department of Public Expenditure and Vietnam Development Bank, which is the major on-lending agency for Government external debt.

Fitch Upgrades Vietnam to ‘BB’; Outlook Stable

On 14 May 2018, Fitch Ratings has upgraded Vietnam’s Long-Term Foreign-Currency Issuer Default Rating (IDR) to ‘BB’ with a Stable Outlook.

Consultation workshop on draft Decrees guiding the Public Debt Management Law

On March 22nd-23rd 2018, the workshop to collect comments on draft Decrees guiding the Public Debt Management Law held by Ministry of Finance (Department of Public Debt Management and External Finance) in cooperation with the Asian Development Bank (ADB) was officially conducted in Ninh Binh Province. The consultation workshop was attended by representatives of the supervisory bodies of the National Assembly; agencies such as the Ministry of Finance, the State Bank of Viet Nam; agencies, units using public debt, on-lending agencies and many economic and financial specialists. Mr. Truong Hung Long, General Director of the Debt Management and External Finance Department of the Ministry of Finance chaired the workshop.
