Implementing Decision 50/QD-TTg dated 11 January 2018 issued by the Prime Minister on the list of government documents and leading drafting agencies, the Prime Minister promulgates the execution of laws approved at Meeting number 4, the 14th National Assembly, in which the Ministry of Finance is assigned to lead and coordinate with related agencies to formulate the draft of government Decrees to guide the Law on Public debt management 2017, including Decree on management and use of Accumulation fund for debt repayment. As a result, the Ministry of Finance, has conducted the research, drafted and submitted to the Government for the issuance of Decree 92/2018/ND-CP dated 26 June 2018 on this issue.
The Decree has concretized the stipulations in Law on public debt management in line with policies of the Party and the state law on public debt management. This Decree has built up the consistent law databases on public debt management in general and the management of Accumulation fund for debt repayment in particular. This in turn aims at the mobilization and and development of various resources, reasonable allocation, justice, eco-socio development, stabilization and robust development of the nation’s financial system and sustainable economic growth.
This Decree clearly defines the responsibilities and rights of Prime Minister, Minister of Finance and related agencies in the management of Accumulation fund for debt repayment in all procedures from planning, managing, using the fund to allocating resources for repaying the debts according to the commitments.
This Decree inherits and promotes achieved positive results of Regulation on establishing, managing and using Accumulation fund for debt repayment issued under Decision 01/2013/QD-TTg dated 07 January 2013 by the Prime Minister and in the meantime reviews, completes the regime and policies to manage strictly and efficiently.
Decree 92/2018/ND-CP dated 26 June 2018 on management and use of Accumulation fund for debt repayment takes effect since 01 July 2018.
