Disclosure on terms and conditions for ODA and less concessional borrowings for Vietnam provided by six development banks

The Ministry of Finance has updated terms and conditions of ODA and less concessional loans of six development banks, including The World Bank (WB), The Asian Development Bank (ADB), The Japan International Cooperation Agency (JICA), The Export–Import Bank of Korea (KEXIM), Agence Française de Développement (AFD) and Kreditanstalt für Wiederaufbau (KfW). The terms and conditions including loan term, grace period, interest rate, loan currency, commitment fee, front-end fee, management fee, maturity premium and other footnotes has been incorporated into the attached template by the Ministry of Finance.
This is current terms available to Viet Nam from six largest donors that provided more than 80% of ODA loans and less concessional loans, but not the final borrowing conditions for specific loan agreements.
The Public Debt Management Act No. 20/2017 / QH14 comes into effect on July 1, Therefore, the Ministry of Finance requests the ministries, localities, project owners, institutions, agencies and enterprises using the disclosed terms and conditions for calculation and consideration for external borrowings and for inclusion of programs/projects funded by external borrowings in the medium-term and annual public investment plan in accordance with the provisions of the Law on Public Debt Management 2017.
In cases planning to use other capital sources, the ministries, localities, project owners, institutions, agencies and enterprises may refer to the above disclosed terms and conditions to develop suitable options for project proposals before submitting to the competent authorities for consideration and decision.
